Part of the pound for pound criteria is established dominance and resume at your weight, yes head to heads are valuable but a dominant wrestler at a higher weight that may not have the same depth is deserving of a spot over the #6-7 guy at a super deep weight that plays the rotating caravan of wins over each other, it is a balance.
